Obviously you have absolute power somehow, so you can respond to certain issues by just making yourself a monarch, for example. Or you can completely outlaw cars. And all these things affect various stats which are interconnected in unfathomable ways, so you can respond to an issue in such a way that the rates of public nudity increase while pizza delivery profits decrease.
