I agree. To me it looks like they may actually be jumping out of the pot into his hands.
I think it's the way there's like a "stream" of peppers. As if they were being fed out by a conveyor or something. If he just had a bunch of peppers in his hands and tossed them in a way that would put his hand like that they would just be in a large "blob" of pepper chucks flying through the air.
