Looks a lot like a small city in South Korea. I wish American cities with a population of 20-150k would realize they can urbanize like this. Although the reasons it hasn't happened don't have a whole lot to do with "realizing" all things considered though
It reminds me of some townships I've visited in Taiwan. Probably just cuz it's a dense mixed use areas with 3-6 story buildings (no trolleys in Taiwan tho).

Johnstown specifically was like that because that's when the steel industry was huge in Western PA.
