No, but he sabotaged peace talks to help Nixon get elected. He also orchestrated Pinochet's coup in Chile. If you can tolerate Hitchens, he laid down the case quite well in the link I posted.
I think that he shares credit for that with McNamara (who individually championed a troop surge composed of largely of people that didn't meet the intellectual/psychological requirements for military service (it didn't go well))
