Well it wasn't that unlikely it would hit land, however even if it hit land, humans only make up a tiny percentage of the surface and many don't realize this.
There's this article from a month ago where the exact same thing happened to SpaceX and people barely noticed. Skimming through it I found that the article actually lies about the possibility of debris from a Falcon 9 making it to the surface - the pressure vessels in those things are more than capable of surviving reentry, and in one case a fully intact one landed in Washington state.
Most rocket launches try to plan it out so that reentry is controlled, and I have no doubt that China tries to do that too, but a million things can and do go wrong even during successful launches and every time the Chinese space org fucks that particular thing up the western news descends on the story like a school of piranha. Add to that the fact that they have to launch from inland due to political concerns and the risk goes way up.
