Traditionally you do this by securing the support of the peasantry then escaping in to the hills from where you will launch periodic raids against the regime and it's supporters. Do; share your spoils with the oppressed, espouse a clear philosophy of popular liberation, maintain strict discipline among your fighters. Don't; agree to meet with the regime for negotiations at a place of the regime's choosing, Get sidelined by the lucrative possibilities of the drug trade, neglect the importance of revolutionary education among the cadres.

A dashing mustache is required. If you cannot provide your own a prosthetic is acceptable.

I think we can learn something from Gandhi: cozy up to a foreign government that will amplify and fund your activities then proceed to always take the moral high ground.

Anything and everything that makes your existence more costly than the labour they are currently stealing from you.

    Drain the resources.

More seriously, individualist actions accomplish very little, and your goal should be "become self-governing" instead. That is, get a group of like-minded people together, do something good, do it without permission, figure out the rules amongst yourselves.

It takes practice, since we're all indoctrinated to think that there needs to be some external person in charge who gives us permission to act, but it's not hard once you've done it a couple times.

You can do the same thing while armed if you want to force the state to respond.

Plan a global genocidal culling of the weak inbetween jerking off in the woods and permanently maiming secretaries and university students?

    Actual answer:

Have you ever tried to organize a room full of children? Or, say, moderate an internet forum?

It's a give and take. Simply telling people what to do and assuming they'll respect your "authority" doesn't work. You have to build rapport, etc.

These groups are "ungovernable"; there is a fundamental and constant tension in place that the governors act with the consent and benevolence of the governed.
