Female genital mutilation (FGM) "is the ritual cutting or removal of some or all of the external female genitalia" (wikipedia). By those terms, how is circumcision not MGM? Of course FGM has far worse affects, but they're both still mutilation.
The wikipedia on circumcision literally states: "this article is about male circumcision. For female circumcision, see Female genital mutilation."

What do you mean? You can get children circumcised almost in every country in the world.
My understanding is that while you can elect to get it done in most places, it is not considered "normal" in most places outside the US.
In France it's basically limited to medical reasons and Jewish kids (and the later shouldn't be legal IMO). I was flabbergasted the first time I found out between 76% and 92% of men in the US are circumcised.
