Shrinking workforce won't make line go up. You'll have to bring in brown and black people from the neo-colonies who aren't nearly as loyal and will pretty consistently struggle against racism, which is one of the main ways capitalism is maintained. Capitalists then spin this into whatever scaremongering narrative will get the working class to make more babies (anti-abortion, trad wife stuff) and oppose immigration ("taking our jobs" to "white genocide")
