I'm pretty sure you're supposed to put your bike on the rail while you walk down the steps so it doesn't justle around.
Unless ya'll are intending to bomb down that thing, in which case I beg you to recall that America doesn't have healthcare.

Saw a ton of these all over (and in use!) in Japan. They're really useful for navigating your bike through actual pedestrian infrastructure.
These are actually quite useful, see them a lot in the netherlands where you have to go from a canal bank up onto a bridge and you've missed the bike lane turn off.
Get off your bike, fit the wheels to the groove, and haul.

I don't understand why there's a 6 inch gap between the bike ramp and the wall where the steps are still exactly the same
You get off the bike, put the wheels in the grooved pipe, and walk it down.
