It's an alternate spelling of Genghis Khan. Genghis Khan of course was really named Temujin Borjigin, and Genghis Khan (or Chinggis Khan, etc. there's a million different romanizations of the name) just means "Universal Ruler." Because it's a title he obtained by uniting warring Mongol tribes.
